I started Evans Strategic Consulting after earning a PhD in Sociology, studying organizational and policy change and while a Fellow with UC Davis Health's Quality, Safety, and Comparative Effectiveness Research Training (QSCERT) Program. Over the past 20 years, I have worked in direct services, program development, and administration in the homeless service sector. My policy engaged research includes program analysis and evaluation, stakeholder assessment, and international comparison. Notable positions include: Assistant Professor, CSUS Division of Social Work; Executive Director, Sacramento Housing; Board member, Sacramento Self-Help Housing; Appointed member, Sacramento County Human Services Coordinating Council and Disability Advisory Commission; German Chancellor Fellow.
Research & Evaluation
Secret-Shopper Survey Design
I've designed and implemented several surveys using this observational research methodology. Born out of civil rights era discrimination auditing (Fix & Struyk, 1993), the method provides a patient or client level perspective, and means for testing that intended policy and program outcomes are indeed being delivered.
COVID-19 Impact
I've designed and implemented several surveys to ask targeted populations about their experiences during and while adapting to the COVID-19 pandemic.
